    A temporary access to the Coles and Deni Plaza car park will be opening on 27 April to accommodate the road works. Access points along Hardinge Street will be closed and shoppers will need to enter and leave the car park via Wood Street though the vacant block. A marked path for pedestrians and a paved roadway has been constructed through the block to provide access to Deni Plaza.

    Traffic flows within the car park have been suggested for user convenience (see image). A poster of the car park changes will be in Coles window and signage will be placed along Hardinge Street to direct traffic into the new entry.

    People visiting Harvey Norman and Mitre10 will use the existing driveway off Harfleur Street to access the car parks there while the construction work is underway.

    Drivers are reminded to observe the 40 km/h speed limit on Hardinge Street and slow down as you approach and travel through the construction zone. Be sure to follow the directions of road signage and traffic controllers when in the area.

The bus stop opposite Deni Plaza will still be operational during the Hardinge Street roadworks, but may shift slightly along the road when needed to accommodate work activities.

    The first stage of the civil works for the Hardinge Street Road Reconstruction Project will start on 10 March for the section between Harfleur and Wood Streets (where the water main has previously been completed).

    To find out more about the civil works, Edward River Council is inviting residents and business owners to a drop in session at the Library on:

    Thursday 5 March between 4.30 pm and 6 pm.

    This stage of the project will see new kerb and guttering put in place and new stormwater drainage installed. There will be some changes to how you access businesses and parts of the road during the construction work. Our Project Team will be on hand to talk about these changes and show you the plans. You can meet the contractors, ask questions and find out more about any aspect of the road upgrade.

    The informal session is open to everyone to drop in at any time between 4.30 pm and 6 pm.

    The next stages of the Hardinge Street Road Reconstruction project are getting underway.

    From 16 February 2026 the relocation of the water main between Wood Street and Ochtertyre Street will commence. To allow for work along the side of the road (Rams Oval side) there will be a road speed limit of 40 km per hour in place.

    Work is estimated to continue until Friday 5 June 2026, between the hours of 7 am to 5 pm Monday - Saturday. The water main work includes under-boring of the road, new water main pipes installation and restoration of nature strips.

    Traffic & Access Impacts:

    • Access to properties will be maintained during water main works.
    • Footpaths on Rams Oval side will be closed, with detour and signage in place.
    • Temporary traffic controls will be in place.
    • Please follow signage and directions from traffic controllers.

    If any water supply interruptions are planned when the new main is being connected, we will advise affected residents and businesses beforehand.

    From March, we expect to see the first stage of the civil works for the project commence between Harfleur and Wood Streets (where the water main has previously been completed). As part of our standard pre‑construction process, we are updating building condition (dilapidation) records for properties located close to the planned works (within 30 metres). We have engaged CAF to conduct an external visual assessment, taking photos and videos to document existing conditions. The surveys are taking place between Tuesday 6 Jan and Friday 16 Jan. Residents and businesses have been notified by letter (available at this link).

    Edward River Council has awarded two key contracts at its December Council meeting to progress the reconstruction of Hardinge Street (Cobb Highway) — a joint project with Transport for NSW.

    Utility relocation
    The second stage of water main relocation, from Ochtertyre Street to Wood Street, has been awarded to Rivcon Civil, who recently completed the section between Harfleur and Wood Streets, installing a new larger water main to improve water pressure and security, and ensuring critical services are ready ahead of major roadworks.

    Civil works (Stage 1 area)
    The contract to commence the first stage of civil works on the Wood Street–Harfleur Street section has been awarded to Quarrell Civil Construction Pty Ltd. This package includes demolition, earthworks, stormwater drainage, kerbs, driveways and footpaths, landscaping, signage and line marking. The contractor will also manage traffic and community notifications so that safe access for pedestrians and road users is maintained throughout construction.

    Quarrell is a full-service regional civil contractor with a strong track record across Victoria and southern NSW, including meeting the quality criteria required to deliver work on behalf of Transport for NSW. Quarrell previously delivered Council’s Cressy Street and Waring Gardens streetscape upgrades in 2020.

    Mayor’s statement
    Edward River Council Mayor Cr Ashley Hall said the decisions mark an important milestone for this much-anticipated upgrade.

    “I’m pleased to see these contracts awarded to capable operators who’ve delivered successfully for Council before. The tenders from Rivcon Civil and Quarrell Civil Construction demonstrated value for money, quality, and the capacity to deliver.”

    Cr Hall said both contractors are expected to start work in late February 2026, allowing time for procurement and the quality documentation needed to ensure the highest compliance standards.

    In a major milestone for the delivery of the Hardinge Street upgrade in Deniliquin, Edward River Council has released a tender for Stage 1 of civil works for the section of Hardinge Street between Harfleur and Wood Streets.

    Tender C2024/33 – Hardinge Street Reconstruction – Civil Works (Harfleur Street to Wood Street) covers drainage, new kerb and gutter, footpaths and driveway upgrades, landscaping, signage and line marking along this key section of the Cobb Highway through Deniliquin.

    Edward River Council Mayor, Cr Ashley Hall, said calling for tenders is a major milestone in delivering long‑planned safety and access improvements for the town’s busiest precinct.

    “This is the step that gets boots on the ground for the main civil works,” Cr Hall said. “By progressing Stage 1 we’re getting on with safer turning movements, better drainage, upgraded footpaths and driveways, and the foundations for a smoother, more efficient road through our commercial heart.”

    “The community has told us how important Hardinge Street is for daily life and local business. We’re pleased to see this milestone reached and we thank everyone for their patience as we move into construction.”

    The tender covers the first stage of civil works along the section of road between Harfleur and Wood Street and follows the installation of a new water main in that area. The second stage will be tendered later in 2026 once water main works are also completed between Wood Street and Ochtertyre Streets.
